WILLIAM D. OSHER is Senior Vice President of Harris Bretall Sullivan &
Smith LLC. He is responsible for the management of the firm's Fixed
Income Department and fixed income portfolios. He also serves as the
firm's Chief Economist and is a Strategy Team Member. Previously, Mr.
Osher was the co-Director of Fixed Income Investments for Security
Pacific Investment Managers. He also served as the Portfolio Manager for
the Pacific Horizon U.S. Government Securities Mutual Fund. Prior to
Security Pacific, Mr. Osher was a Senior Portfolio Manager at Govaars
and Associates for the Total Rate of Return Portfolios and Hedging
Advisory Services. He earned his BA degree from Clarement McKenna
College and his MBA in Finance and Accounting from Northwestern
University's J.L. Kellogg Graduate School of Management. He earned his
Certified Pension Consulting degree in 1982, and his CFA designation in
1992. Mr. Osher is the current Treasurer for the Town of Tiburon,
California, and is a member of the following organizations: Association
of Investment Management Research, Security Analysts of San Francisco,
Government Finance Officers Association and the California Municipal
