S. DOUGLAS HUTCHESON, President, Chief Executive Officer and Director of Leap
Wireless International, Inc., is responsible for overseeing the corporate and
local business operations for the company. A business strategist with more than
23 years of management experience, Mr. Hutcheson developed the initial concept
and led the core team that pioneered Cricket, Leap's innovative, all-you-can-
talk local wireless service. Previously, Mr. Hutcheson established and led the
marketing and international operations group in the Wireless Infrastructure
division at QUALCOMM Incorporated. At QUALCOMM, in addition to directing the
marketing efforts, he led multiple teams negotiating equipment sales, financing
arrangements and joint ventures throughout the world. His work also included
developing market research, proposals, pricing, and contract development
policies. Prior to QUALCOMM, Mr. Hutcheson was with Solar Turbines, Inc., from
1982 to 1991. While there, Mr. Hutcheson held various positions including
General Manager, Technical Service Manager, and Regional Customer Service and
Operations Manager. Mr. Hutcheson holds a Bachelor of Science degree in
Mechanical Engineering from California State Polytechnic University, San Luis
Obispo and an MBA from the University of California, Irvine, where he graduated
