PAUL PAQUIN joined Capital One Financial Corporation in January 1995 as
Vice President for Investor Relations. Prior to joining Capital One, Mr.
Paquin spent 22 years at Fannie Mae, where he created and managed one of
the finest investor relations programs in the country. During his
tenure, the price of Fannie Mae stock increased tenfold. In August 1991
Institutional Investor magazine recognized Mr. Paquin as one of the 10
best investor relations officers in the country. Mr. Paquin completed
his undergraduate BSBA and graduate MBA degrees from Clark University in
Worcester, MA. He has completed the PhD requirements (except for the
dissertation) in Quantitative Economics at The Catholic University of
