FRANK C. McDOWELL joined BRE Properties, Inc., in June 1995 as
President and CEO and began implementing a strategic business
plan to transform the company into the leading multifamily REIT
in the western United States. Mr. McDowell spearheaded two major
M&A transactions for BRE ' its public-to-public merger with REIT
of California in March 1996, and its private acquisition of
Trammell Crow Residential-West assets in September 1997. Under
his leadership, the company's multifamily portfolio has grown
from 5,200 to more than 22,000 owned and managed units in
California, Arizona, Washington, Oregon, Utah and Colorado, with
a total market cap of approximately $2.7 billion. He has more
than 25 years of experience in the real estate industry. While
serving as Chairman and CEO of Cardinal Realty Services, in
Columbus, Ohio, Mr. McDowell was named '1995 Entrepreneur of the
Year' by Ernst & Young LLP and Inc. magazine. He is a member of
the Board of Governors of the National Association of Real Estate
Investment Trusts, a member of the Board of Directors of the
National Multi Housing Council, and serves on the Policy Advisory
Board of the Fisher Center for Real Estate and Urban Economics,
at the University of California, Berkeley. Mr. McDowell holds a
Master's Degree in Business Administration from the University of
Texas, where he also received his undergraduate degree. Profile
