James S. Haines

JAMES S. HAINES JR. has been President, Chief Executive Officer and a
Director Westar Energy, Inc., since December 2002. Mr. Haines has been
an Adjunct Professor and Skov Professor of Business Ethics at the
University of Texas at El Paso since January 2002. Prior to joining
Westar, he was President, Chief Executive Officer and a Director of El
Paso Electric Company from May 1996 to November 2001.
