Doug Collins began his utility career in 1983 as a Planning Engineer for Interstate Power Company of Dubuque, Iowa. Mr. Collins was named Director of System Planning for Interstate in 1993. Following the merger of three utility holding companies in 1998 to form Alliant Energy Corp., he was named General Manager of Transmission Services. He later became Director of System Planning. Mr. Collins was responsible for distribution and transmission planning for Alliant Energy, including its reporting and compliance with operating standards established by the North American Electric Reliability Corporation (NERC). In his role, Mr. Collins was responsible for representing Alliant Energy before various regulatory bodies. He served as the company’s representative on several industry groups. He is a past Chairman of the Mid-Continent Area Power Pool (MAPP) Regional Transmission Committee. He has served as a Midwest Independent Transmission System Operator (Midwest ISO) Transmission Owners representative on the Advisory Committee, is a past Chair of the Midwest ISO Transmission Owners’ Committee and a past Vice-Chair for the Midwest ISO Advisory Committee. In December 2007, upon completion of the sale of the transmission assets of Alliant Energy – Interstate Power & Light Co. to ITC Midwest LLC, Mr. Collins became the Executive Director of ITC Midwest. Mr. Collins graduated from Iowa State University in 1983 with a B.S. in electrical engineering.
