Edwin L. Kelly

EDWIN L. KELLY has served as President and Chief Operating Officer of
American Community Properties Trust since the company was formed in
1998. He has 30 years of experience in the management and operation of
planned developments. Prior to that, Mr. Kelly, a Certified Public
Accountant, was employed by Arthur Andersen.
