Arthur L. Smith

ARTHUR L. SMITH, President and CEO of ATSI Communications, Inc., has more than
19 years of specialized experience in the international telecommunications
industry. Mr. Smith is also co-Founder and former Chairman of Globalscape,
Inc., a former subsidiary of ATSI now listed on the American Stock
Exchange. Prior to founding ATSI, Mr. Smith served as Director of International
Sales for Geocomm Partners, Inc., an international communications firm based in
Los Angeles. Mr. Smith is a fluent Spanish speaker and is recognized as an
industry expert, speaking at industry forums and expos including the Simpasio
Annual ASISAT and the Latin America Telecommunications Conference.
